I used a permanent pen which is used to write on glass, CDs etc. It's available in any stationary shops. But recently I got a very good outliner manufactured by Pebeo. I am now satisfied as it is extremely good, easy to use and gets thin line. Though expensive, I suggest that you go for it.

Glass Painting Outliner by: Anonymous
You can use black CD or permanent glass markers instead of an outliner. They're available in all stationary shops. You have to do the drawing twice. That is after drying the first coat do a second time and allow to dry completely. Then carefully paint the glass without tampering the outline. Do not rub vigorously so as to disturb the outline. You will get excellent results.
Can you tell me what a pudmuckle is? I thought the term described a tole painting stroke, but I cannot find it listed or illustrated anywhere. My email
